To maximize the economic and social development of Tibet and bolster its civil aviation industry, the CAAC issued relevant policies to improve airport distribution and airline networks in order to improve the region’s operational and support capacity and propel local economic and social development.
The policy explicitly encourages low-cost airlines to base themselves in Tibet or fly Tibetan routes; it also encourages qualified airlines to set up bases in the Lhasa and Nyingchi Airports. It encourages China Tibetan Airlines Co., Ltd to purchase high altitude airport capable aircraft, develop more routes, and decrease airport charges. The policy also encourages the planning of GA and emergency rescue in Tibet and encourages aircraft manufacturers to develop aircraft with high altitude operational capability. According to the policies, the CAAC will increase financial, professional, and technical support to the region.
